What is Headquarters?
The Headquarters is your base for offline income, research, personnel, and defenses. The Roblox description states the income and research roles directly. Operation Typhoon said existing research carries forward and improved the indicators shown when you assign people to departments. Building prices and level caps are whatever the in-game screen shows. They are not published as a fixed table here.

Collect what it is holding before you buy another rifle. Research a weapon when it fills a gap your current kit does not. Use the shortfall planner only with numbers the screen already gave you.
